Federal Plastics Registry – Reporting Requirements
This notice concerns Canada’s introduction of a Federal Plastics Registry, which mandates that companies involved in the production, circulation and management of plastics in Canada report annually on the quantity and types of plastic they manufacture, import, and place on the market. The Section 46 Notice issued by Environment and Climate Change Canada on April 20, 2024, under the Canadian Environmental Protection Act, 1999, sets out the relevant obligations in further detail, including who bears the responsibility and the scope of what resins and plastics are covered.
We invite you to review both the Government’s Website on the Federal Plastics Registry and the Section 46 Notice to ensure that you fulfill all the requirements by the stipulated deadlines.
Please note that the Section 46 Notice applies to the calendar years 2024, 2025, and 2026. The first deadline for reporting information is September 29, 2025.
Responsibility
In most cases, the brand owner, intellectual property holder, importer or manufacturer will be required to submit reports. As a Canadian retailer, there may be some limited circumstances in which Best Buy is required to report on a brand owner, intellectual property holder, importer or manufacturer’s behalf. Please review the definition of “Producer” in the Section 46 Notice for further information.
If you have not been contacted by Best Buy directly, it has been determined that based on our records you qualify as a “Producer” under the Section 46 Notice. As such, you are responsible for fulfilling the obligations defined therein.
